3.  President Clinton signed the Assistive Technology Act of 1998 (P.L. 105-394) on November 13, 1998. The law states, "technology is a valuable tool that can be used to improve the lives of Americans with disabilities.  It also affirms the federal role of promoting access to assistive technology devices and services for individuals with disabilities.
