     According to the NCLB Teachers Tool Kit,  schools are permitted to reallocate federal funds as they deem necessary for their school.  For example, federal funds can be drawn from an area in Title II such as 'safe and drug free schools' and be used to support a specific program in need of specific types of Educational Technology.

     The flexibility within the Improving Teacher Quality State Grants (Title II in NCLB) allows schools to provide professional development opportunities for teachers to improve their practice. The school may make the decision to implement innovative approaches, such as training teachers to use emerging assistive technologies in the general classroom to improve student achievement. Furthermore, NCLB states that each state receiving Educational Technology grants, must spend at least 25% of the funds on professional development to properly integrate the technology into the curriculum.
